DOMESTIC VIOLENCE SUSPECT ARRESTED AFTER STANDOFF

On Saturday, April 10, at approximately 6:54 p.m., West Plains Police Department officers responded to a residence on Minnesota Avenue for a report of a woman at the residence who had been assaulted by her boyfriend while at their residence located on Pennsylvania Avenue. Officers were told the male suspect was in the residence and had a firearm.
With this information, officers established a perimeter around the residence and began a negotiation process to have the male suspect exit the residence without incident. The West Plains Police Department Strategic Response Team (SRT) was activated and responded to the scene as well. Officers attempted contact and negotiations with the male suspect for approximately three hours. 
The SRT Team then approached the rear entrance to the residence and gained entry to the back porch. Upon doing so, K-9 Officer Loki was brought to the porch and the suspect was given commands to surrender to law enforcement upon threat of K-9 Loki being deployed. K-9 Loki’s presence caused the suspect to surrender, and he was taken into custody without incident. 
The suspect was identified as Justin L. Massey, 37, of West Plains. Massey was formally charged by the Howell County Prosecuting Attorney’s Office on April 11. Massey’s charges include one count of first degree domestic assault and one count of unlawful possession of a firearm. Massey is currently in the Howell County Jail on $100,000.00 bond.
