Budget

City administrator Sam Anselm, said, “Some difficult decisions lie ahead for the city to ensure financially sustainable budgets into the future.”

In the meantime, the city is making efforts to ensure a well-thought-out and processed budget plan. Key components of the 2027 budget were discussed and include but are not limited to: employee investments and benefits, staffing reclassification, utility and user fee charges, and revenues and expenditures by fund. Additional meeting topics include: proposed tax increase, balanced budget requirements, budgeting metrics, fund expenditures and reserves,  a downtown façade grant, tourism, transportation, the library, utility, fiber, and the TIF #2 budgets. The proposed Capital Improvement Plan (2027-2031) along with vehicle/heavy equipment replacement plans were reviewed at the Special Meeting too. The city’s Comprehensive Plan initiates three core values: connected neighborhoods, livability & community, and economic vitality & strategic growth.

Bill to become ordinance

Council staff recommended approval of the State Block Grant Agreement. Approval of the agreement would bring the city a harness of approximately $1.8 million in federal and state aviation funding with the city only contributing approximately 5% to the total cost of the Airport Fuel System Project. This project includes designing and constructing a new fuel system at the West Plains Regional Airport. The completion of the project will improve the airport's infrastructure, support the future of local aviation growth, and benefit the local economy. This ordinance was unanimously approved by council members and Mayor Topliff.

Civic Center chiller repair

A proposal from Trane was approved in regards to repairing a compressor of a West Plains Civic Center chiller. Trane’s repair includes replacing the compressor and ensuring it to be set up and working correctly. Their proposal establishes a service agreement from October 1, 2026 to September 30, 2027. The repairs will cause the city a fiscal impact of $81,360 excluding additional repairs. These repairs are to be funded from the 2026 Capital Improvement Tax.
