Utility customers of Mountain View received a letter from the city detailing the new change to the electric utility rates. Those rates took effect February 16 and were reflected on users' April bill.
The city transitioned from a 7-tier stepped rate by customer type to a 2-tier billing model.
The board of aldermen discussed this change over the course of several work sessions before finalizing the two-tier system. The reason for the change was due to higher wholesale power costs, increased expenses for equipment, materials, system maintenance, labor costs, and infrastructure improvements.
According to the letter sent out to customers, "Under the stepped rate model, electricity prices changed multiple times as usage increases. This approach encouraged larger consumption and discouraged conservation; it can also be confusing. This made bills harder to predict and understand from month to month. The new two-tier model simplifies this structure. Electricity usage is divided into two levels: a lower-cost tier for essential or typical usage, and a higher-cost tier for higher consumption. This makes it clearer how electricity is priced and how usage affects the total bill. The two-tier model also improves transparency. Customers can more easily see how much of their usage falls into each tier and understand the cost difference between normal and higher usage. This clarity helps households make informed decisions about energy use."
