Mtn. View City Clerk resigns

The city clerk in Mountain View, Terry Thornton, officially resigned as of September 3. Not much has been discussed on Thornton leaving her position other than no one has been officially appointed to take her position as of the publication date.

 

The Tuesday, Sept. 8 meeting of the board of aldermen began with Mayor Karen Gaddy announcing, "We've had some changes in the office this week and so we've had to make some adjustments."

 

The approval of the agenda started off the rocky meeting with Aldermen Toby Orchard and Calvin Perry wanting to approve the agenda with additions of ordinances that were not previously on the packet of information handed to the board.

 

Alderwoman Gail Wallander stated that they have not had time to read the ordinances and made a motion to accept the agenda as it was, seconded by Alderwoman Jennifer McAdams. The vote failed; council was split.

The board continued to fight amongst themselves and Mayor Gaddy interjected, "I am not going to put up with any more squabbling. We need to move on."

 

Audience member Rick Thornton, the former city's clerk husband, could be heard commenting, "And the three stooges stick together."

 

The agenda was approved with additional items with Alderwomen Wallander and McAdams voting no.

 

After a few items on the agenda were discussed, the approval of the August meeting minutes came up. Alderwoman McAdams asked why the minutes were redacted. Alderman Perry stated that they had voted on that, according to what they city attorney had told the board to do.

 

"Why now when we haven't done that before?" asked Alderwoman McAdams.

 

Mayor Gaddy answered, "Just because we didn't do it in the past when we should have does not mean we should continue on that path." 

 

During the vote to approve the minutes, Alderwoman McAdams was the lone dissenting vote.

 

The disagreements continued, with the addition of an ordinance to update the residency requirement for qualifications for city clerk. Mayor Gaddy stated the change was made so that the clerk does not have to be a resident of Mountain View in order to give the city a bigger pool to hire from. A motion from Alderwoman Wallander to vote no with Alderwoman McAdams seconding the no. Aldermen Orchard and Perry voted yes and Mayor Gaddy broke the tie with a yes vote, approving the change.

- Sidewalk grant update: Opened all bids, only one company that bid, John Adams Construction, waiting on company handling that project to move forward

- Logan Walkup rezoning: Apartment complexes across from the nursing home - divided into two pieces approved

- Interim Solutions bill and report

- Com Sec report

- Proclamation for Missouri Good Neighbor Week approved

- Planning and Zoning Committee Member update/approval: Few names that had agreed to participate no longer can - appointed include Eric Kaut, Clint Elam, Lorie Strosnider, Gary Yarber, Calvin Perry, Tanya Miller, Sherry Dunn, Todd Mitchell, Derek Sadwa, Karen Gaddy, and a position from city administrator.
